Primary Duties and Responsibilities:
This position manages the daily operation of non-credit law enforcement, public safety and homeland security training programs offered through the Homeland Security Training Institute (HSTI). Responsibilities include developing, scheduling and staffing courses both on and off campus. This role oversees adjunct faculty recruitment, supervision, and evaluation, and works collaboratively with the Manager, HSTI. This position also manages a cost-recovery program, monitors budgets and contributes to short- and long-term program planning and development.

  • Develop, schedule, and staff non-credit continuing education (CE) courses for public safety, law enforcement, homeland security program areas on and off campus.
  • Oversee instructional development for all approved courses within assigned program areas.
  • Design, implement, and evaluate course curriculum on an ongoing basis.
  • Determine program and course costs, set fees to ensure program profitability, and cancel classes as needed.
  • Recruit, interview, supervise, and evaluate adjunct faculty and classroom assistants as delegated by the Dean.
  • Recommend annual budget and resource allocation; monitor monthly expenditures to maintain a cost-recovery system.
  • Determine program cost on a course-by-course basis and establish course fees to assure cost efficiency and program success.
  • Recommend capital expenditures related to program development.
  • Assist with short- and long-range divisional planning and budget goals.
  • Establish and monitor program quality in cooperation with the Manager, HSTI, including assessment surveys, reporting, and presentations.
  • Plan, coordinate, and facilitate staff development resources, including facilities, equipment, and instructional materials.
  • Research, approve, and negotiate contracts for additional class facilities and community partnerships as needed.
  • Assist the Manager, HSTI in developing marketing strategies and promotional materials, including class schedules, brochures, flyers, news releases, paid advertising and website content.
  • Review and approve administrative forms such as assignment sheets, purchase orders, and independent contractor agreements.
  • Ensure compliance with licensing and accreditation requirements, interpret and report to relevant agencies.
  • Compile and analyze departmental revenue and enrollment statistics; prepare reports for the Manager, HSTI.
  • Provide high-quality service in all interactions with students, community members, faculty, staff, and administrators.
  • Advise and counsel students on course selection, sequencing, and placement to meet educational needs.
  • Initiate payments for staff development stipends, part-time faculty, instructional assistants, and independent contractors.
  • Review, revise, and update course descriptions, curriculum, textbooks, and multi-media enhancements.
  • Collaborate with the Manager, HSTI on establishing and monitoring program quality, including planning, implementation, assessment reporting.
  • Represent the college at local, national and international continuing education meetings, workshops, and conferences.
  • Collaborate with the Manager, HSTI to maintain and update the Continuing Education website.


  • Qualifications:

    • Education
      • Bachelor's degree required.
      • Bachelor's degree in teaching or related field preferred.
    • Experience
      • 3 years of experience in program development or program training required.
      • Experience in public safety organizations, law enforcement, homeland security, corporate security or community member training required.
      • Experience in teaching through a community college or professional training program, and experience working with cost-recovery type programs and budget(s) preferred.


    Working Conditions:

  • Standard office environment with use of computer, fax, copier, calculator, and software.
  • Busy office environment with frequent interaction with students and guests.
  • Some evening and weekend hours required.
  • This position requires a background check and drug screen.


  • Hiring Range:
    Starting pay begins at $54,600 based on experience.

    Competitive starting pay is dependent on education and experience.
