Job Description

The Director of Research Security will be responsible for developing, managing and coordinating the University wide processes that ensure Boston College is compliant with all research security laws and regulations, which include the areas of, export controls, foreign influence vulnerabilities, international collaborations and Intellectual Property (IP). In a university setting these laws and regulations present a unique challenge because they require balancing national security concerns with traditional concepts of academic freedom.

There are significant civil and criminal penalties for violating these rules, which make this a highly important and visible position. Federal sponsors anticipate that universities have the capability to proactively identify vulnerabilities in this area. There are nine university areas that need to be reviewed, analyzed, and coordinated: 1) conflict of commitment, 2) foreign nationals on campus, 3) international collaborations and partnerships, 4) sponsored research, 5) tech transfer, 6) Advancement, 7) travel, 8) IT, and 9) export controls. The Director will need to work with a wide number of stakeholders in order to develop a system of controls to ensure compliance. These include but are not limited to: General Counsel, Procurement, Office of Sponsored Programs, Office of Technology Transfer and Licensing, all School Service Centers, Science Building Managers, Faculty, the Vice Provost of Faculty, Vice Provost for Research (VPR), Office of International Students and Scholars, Office of International Programs, Information Technology, Scientific Core Facilities, Advancement and Human Resources, and Global Engagement .

The Director will also be responsible for developing a Foreign Influence Working Group, perform ongoing gap analysis on existing policies and processes, develop risk mitigation measures, develop monitoring tools, lead responses to regulatory violations, develop Technology Control Plans as needed, obtain export licenses as needed and oversee international shipments, conduct screenings for foreign national students and scholars, and develop a University wide training program in research security best practices and regulations.

Full-Time Equivalent Hiring Range: $95,200 to $119,000; salary commensurate with relevant experience.

Requirements

J.D. required. These responsibilities will require the Director to have excellent collaborative leadership, proven team building capabilities, exceptional communication and conflict management skills, and be very familiar with university culture as well as a depth of knowledge in the area of research security.
