Primary Purpose of Position:
North Carolina Central University (NCCU) is a comprehensive university located in the Research Triangle region of North Carolina. The Department of Criminal Justice is seeking applications to fill a 12-month permanent/full-time position (PN 612204) for the Executive Director of the Institute for Homeland Security and Emergency Management starting July 1, 2025. This position will provide leadership and support for the operations of the Institute for Homeland Security and Emergency Management, which is in the Department of Criminal Justice. The priority areas for this individual include directing all administrative activities of the Institute, securing grants for training and research, and providing service to the department, university, and the broader community. Additional responsibilities include mentoring students interested in homeland security and emergency management.
Minimum Education/Experience:
Minimum Education Requirements: The applicant must hold a M.S. degree in criminal justice or emergency management or a related discipline, or a M.S. degree with a concentration in criminal justice, emergency management or a related discipline (minimum of 18 graduate semester hours in discipline.)
Preferred Education Requirements: A Ph.D. degree in criminal justice or emergency management or a related discipline, or a Ph.D. degree with a concentration in criminal justice, emergency management or a related discipline (minimum of 18 graduate semester hours in discipline.)
Minimum Experience Requirements: The successful candidate must have a minimum of five years of administrative experience and a record of work experience in homeland security, emergency management and/or law enforcement..
Required Knowledge, Skills, and Abilities:
The Executive Director will provide leadership and support for the operations of the Institute for Homeland Security and Emergency Management. Responsibilities include building collaborative relationships with public-sector organizations, community-based groups, and private-sector entities-both domestic and international-as well as fostering partnerships within NCCU. The individual will also establish an advisory board and research fellows to enhance the Institute's engagement at local, state, and international levels. Additional duties include submitting annual reports, securing external funding, overseeing grant administration and grant management skills. The individual shall serve on department, college and university committees as appropriate. The individual shall also serve in selected capacities in selected professional organizations and agencies.Specific KSAsThe ideal candidate will have:
- Expertise in emerging trends, policies, and practical applications in homeland security and emergency management,
- A strong track record of securing federal, state, and private funding,
- Proficiency in qualitative and quantitative research methods,
- Experience fostering collaboration between universities, agencies, and stakeholders,
- Knowledge of emergency protocols, crisis communication, and decision-making,
- Understanding of homeland security and emergency management regulations and preparedness frameworks,
- Experience in higher education leadership and administration,
- Proven success record in grant acquisition and management,
- Experience working with interdisciplinary teams,
- Commitment to academic excellence, service, and public safety,
- Strong written and oral communication skills.
- The ability to effectively organize teams, manage projects, and prioritize multiple tasks to meet deadlines in a fast-paced environment.
