Primary Duties and Responsibilities:
Public Services is a program unit within Continuing Education at the College of DuPage. The Associate Dean of Public Services is responsible for all Public Service programs including, Aviation, Real Estate, Fire Science and Homeland Security Training Institute (HSTI) programs and services including Law Enforcement (SLEA), Emergency Response, Private Sector, Counterterrorism, Disaster Preparedness, NIMS and ICS Protocols activities. Establish College of DuPage as the premier training model, program and facilities in the nation for first responders. Develop any additional programs and courses as appropriate.

  • Manage and supervise the Homeland Security Training Institute (HSTI) with an emphasis on program portfolio development, talent acquisition and resources procurement.
  • Develop community contacts for the non-credit HSTI and Suburban Law Enforcement Academy (SLEA).
  • Develop and manage the credit Aviation program at COD. Manage the credit Fire Science program at COD. Develop business to business connections and partnerships to support program sustainability.
  • Seek and initiate new training opportunities for HSTI and SLEA, Fire Science, Aviation and all Public Service programs.
  • Prepare short-and long-term strategic plans for all Public Service programs.
  • Market Public Service programs HSTI and SLEA at regional conferences, workshops and meetings.
  • Represent Public Service programs HSTI and SLEA at State, regional and federal meetings and boards as required.
  • Serve as liaison between the law enforcement, emergency planning, 1st Responder and private sector safety communities as well as regional offices of education related to safety.
  • Recruit students, serve as program ambassador and represent the College at public events, chambers of commerce, etc.
  • Develop and manage budget and make fiscal and enrollment projections.
  • Periodically review staffing and resource plan to ensure Public Services is HSTI and Academy are properly staffed to support program and revenue growth.
  • Design, develop, implement and evaluate course curriculum, new delivery modalities, online trainings, etc.
  • Develop policies and procedures in compliance with the Illinois Law Enforcement Training and Standards Boards, NIMS, FAA, program partners, etc.
  • Support the creation and distribution of marketing collateral as well as the implementation of a comprehensive marketing plan.
  • Represent at regional conferences, workshops and meetings.
  • Develop and support meaningful relationships with public and private sector partners (i.e., advisory boards, the cultivation of donors and service and delivery partners and grant opportunities) to provide innovative educational opportunities and growth.
  • Work collaboratively with academic programs, Deans and Associate Deans to further the Integrated Program Model which combines the best of the degree seeking academic role model with the rapid prototyping and flexible delivery of Continuing Education.
  • Promote 3+1 Bachelor Degree programs and find ways to establish College of DuPage Public Service programs as the HSTI as the premier training programs, thought leaders and facilities in the country.
  • Work closely with all other CE staff to research and develop, market and implement best in industry Public Service trainings, programs and services.


  • Qualifications:

    • Education
      • Master's Degree in Management, Business, Criminal Justice or other related field required.
      • PhD preferred.
    • Experience
      • At least eight (8) years' as senior leadership/management within law enforcement required.
      • Experience working with multiple law enforcement agencies required.
      • Greater than eight (8) years' as senior leadership/management within law enforcement preferred.
      • Knowledge of NIMS, NRF and ICS and/or interagency joint task force collaborations.
      • Teaching experience preferred.
      • Entrepreneurial experience in creating business services, programs, etc. preferred.


    This position is subject to a background and drug screening at the College's expense.

    Hiring Range: 110,000.00 - 130,000.00

    Competitive starting salaries are dependent on education and experience. College of DuPage also offers a generous benefits plan.
